(Sacramento) - On Tuesday Assemblyman Jim Nielsen (R-Gerber) spoke out against Senate Bill 399 by Senator Yee.  The kind of inmates to which SB 399 applies are almost exclusively criminals who were convicted of first degree murder with one or more special circumstance and were 16 or 17 years old at the time of the offense.  In a passionate speech Assemblyman Nielsen, invoked justice. 

"This is an issue of justice. I speak to justice for society, for the victim who has, not a life sentence, but a death sentence but also the families," said Nielsen.  Shortly after the floor session Nielsen asserted, "The 'youth' the author and supporters of the bill talk about are not the innocent youth most of us interact with; they are the individuals who took the life of another human."
